I think Dr B was replaced by Locust Walk. At this point, B-UC oral is done and negotiations were a priority and assigned to LW.
Dr B probably was retained Oct-Dec filling LW in on progress made for all advanced discussions, what things both sides in negotiations saw important and secondary and anything important needs to be known in bio terms about Brilacidin and Kevetrin and the data vault, etc. Obviously above the CEOs head. LW came in as an outsider and needed to be brought up to speed by the CMO.
