Not true. Think of it this way...
Team A is trading Player 1 to Team B which is trading Player 2 to Team C which is trading Player C back to Team A. Now Team A breaks the agreement and sends Player 4 instead of Player 1. Well now the whole agreement is null and void. The other teams can still go after Team A for breaking the agreement, but the agreement is now void and they need a new one.
