Meaning for the past year Scottrade wouldn't let investors / traders buy $BCAP. There's a new, large group of potential buyers from a mainstream retail broker that still works with penny stocks who can now buy. That should broaden the shareholder base over time. My friend bought a few weeks ago (I believe after 01/01/2013, but didn't ask what date).

Also could mean Matt resolved this as an issue (remember it was posted about for many months in 2012 that this was part of a "DTC Chill"). Whatever the barrier was to trading, its no longer there.
