"Stand Up" is a military term for getting a particular capability / unit / organization into operational service.
In the case of $TMPS - Tristar Air LLC, it could cover items like getting the Tristar fleet up and running and moved to the USA, US base facilities such as mission planning equipment, crew recruiting etc.
