If I were the potential BP that’s willing to hand over say 30M+ I would first want the next stage of the BLA submitted.
Maybe, just maybe the deal hasn’t been agreed to officially because of the filing delay.
After all Nader did say SH’s would understand the reason for the delay!
This might just explain things!
