"I don't believe Mr. Kay can state exactly why at this time." Do you think that may be due to a Federal Government Confidentiality Statement? I do. Like you I eagerly await that November PR because the Feds had to obligate funds by 9/30 and ACS pays us on the 15th for the previous month's sales. We'll know if I'm right around the SH's meeting.
