I don't think MM are doing this. It is part of some identities or group playing with the PPS. They do this easily in OTC market due to unregulated platform. In my opinion we have passed the stage for tweets and serious investors with big pocket looking for confirmation to get in and shoot the PPS up, way up. These investors don't mind to pay extra as long as they are sure things are happening. They always minimize the risk versus retail investors like us (I have burned badly from previous stock).
