ETrade now is 0 commissions for otc. I traded a couple otc runners yesterday with them. I normally use TDA , but it was still $7. TDA does have free l2 unlike E*TRADE and I like thinkorswim over etrade’s pro-desk, but I will be using etrade for otc unless tda changes their policy.
