I've done exactly what you are describing, a visible order showing small size and then one or more hidden orders at the same price and size. Just use AON and the order is hidden. When someone tries to take out the visible order, the hidden orders execute.
I'm not denying the fact that there is manipulation going on, but that particular situation could be hidden retail orders.
