Sounds as though the Bill can be marked up in the Senate to account for veterans.
But if the technology is there, why hasn't the Trump Admin introduced a Bill any time over the past 3 years to introduce it to Vets?

The bill managed to garner the support of two House Republicans, Reps. Brian Fitzpatrick (R-PA) and Fred Upton (R-MI). It likely faces a tougher vote before the Republican-controlled Senate.
