There would be no basis in concept or from an economic standpoint to do so.
DECN is a company trying to get off the ground. It needs fuel (money ) to do that. The lift comes from the product offering and sales of those products.
Everything takes care of itself once sales and profits are realized.
And in such a scenario dividends are way down stream. That's not so unusual.
