This is the flippers throwing each other under the bus to try to get out first scenario I sometimes talk about. This is what causes the little jumps up and down in PPS that we see. Just a bunch of trigger happy, mostly incompetent traders causing static.

Reminds me of an AM radio station. Sometimes it takes a little bit of extra patience to tune out the static. Once the static is tuned out though, the music sounds awesome!
