It is normal for drugs to be tested first on healthy volunteers (and by volunteers -- it doesn't mean they aren't paid for their time and willingness to be tested on).
You want to know whether there are any ill effects of a new drug, so if you test them on sick people, how do you know if the ill effect was from the illness, or the drug? Hence using healthy volunteers.
Then the next step is to try it on sick people.
That's standard operating procedure for drug trials. It's silly to say that testing it on healthy people somehow makes it less attractive for a deal -- it makes it MORE attractive for a deal if this formulation is proven not to harm healthy people, because it is a NECESSARY STEP FORWARD in drug development.
