I am glad I looked this up.
This is the IND from the lawsuit mentioned in June 2019, RP is saying he needs more time, NP is being unreasonable. With this PR in 2018, I assume the outline was done, but they waited for RP since he was joining CYDY at CMO. So 11 months later the IND is still not done. When NP wanted it submitted NOW (in June 2019), RP said he had changed his mind on the protocol and needed more time. RP suggested changes still needing to be done were to the standard of care model.
Why did it take so long for RP to finish this IND protocol? Why are we needing to make changes 11 months later?
Why didn't he just use the standard of care model to begin with? a 5 second google search gives you the answer
