Key points from the Special Notice announcing the event regarding agenda and advance submissions from interested companies - posted here in abridged form.
NAVAIR intends to discuss the following areas:
- General capabilities of aircraft services being sought.
- Industry concerns with Performance Work Statement.
- Contract structure /CLIN structure recommendations.
- Expected cost per flight hour (may be limited to 30 minute one-on-one discussions with individual companies if preferred).
- Other areas/information that industry may wish to discuss.
Conduct of Solicitation By NAVAIR:
- Interested businesses shall submit responses electronically to NAVAIR NLT 1100 EDT on 10 September 2019.
- No phone or email solicitations with regard to the status of a Request for Proposal (RFP) will be accepted prior to its release.
- Specific details will be provided in a solicitation which is anticipated to be released in the first quarter of 2020 at https://www.fbo.gov/.
- Be advised that periodic access to the website is essential for obtaining updated documentation and the latest information regarding this procurement.
- All data received in response to this sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Information and materials submitted in response to this request WILL NOT be returned.
- Classified material SHALL NOT be submitted.
Detailed Required By NAVAIR From Companies:
Capabilities documentation must address, as a minimum, the following:
Company Information:
- An UNCLASSIFIED description of the respondent's general capabilities to support this effort to include any existing licensing agreements with Original Equipment Manufacturers (OEMs) which may allow access to technical data required to fulfill the requirements.
- Company Point of Contact information, CAGE code, DUNS Number, and mailing address.
- Business size: Indicate whether Contractor is a Large Business or qualifies as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8 (a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. NAICS Code 488190.
- Describe any challenges or barriers your company anticipates using a Multiple Award Contract (MAC). Estimated 4,000 flight hours per year.
-- Over the past 5 years, the Navy's CAS AAR flight hours has increased:
--- Year 1: 1,726 flight hours.
--- Year 2: 1,815 flight hours.
--- Year 3: 1,960 flight hours.
--- Year 4: 2,116 flight hours.
--- Year 5: 2,773 flight hours.
- What is the guaranteed minimum annual flight hours required if all costs are covered within a single, flight hour CLIN, excluding fuel and travel ?
- What is the estimated overall contract dollar amount for 500 flight hours for one year ? Provide the following cost breakdown, excluding fuel and travel:

Additional Notes On Conduct of Communications Between NAVAIR and Vendors:
- Vendors may also submit any additional non-proprietary questions via email prior to Industry Day event.
- If time allows, the Government will address these questions during the event.
- Ultimately, all questions and responses prior to / or during the Industry Day will be posted to FBO after the event.
