Correcting an element of my earlier post today, now that the fbo.gov website is back up, I see from the "Special Notice" that the USN has now provided very detailed guidance on the information it would like potential bidders for an ID/IQ MAC to provide.
The USN is now going to consider a lot of other costs in the contract equation - such as start up costs and monthly overheads - not just "lbs of fuel delivered".
I see this as a positive for $TMPS as it might help speed up aircrew qualification using the Tristar simulator owned by Northrop Grumman (who also have a Tristar of their own and presumably therefore a Training Captain) and aircraft relocation from the UK to the USA.
It is the USAF that is considering payment to contractors on the basis of "lbs of fuel provided" with all other costs amortized within that.
I will be putting up a first version of the new brief shortly so that interested followers can start to get their head around how big this opportunity is for $TMPS - but I may find time to improve it later.
