Yeah, I assume as a shareholder this person believes the stock price will be higher in the future also. Otherwise what is the point of holding.
And yeah a pumper (to me also) is someone that is trying to manipulate the price higher to sell their shares.
Here is an example: the FS group last year when the share price was in the 40c range, put out their model showing the share price should be in the multiple dollar range. They promoted that model. Then after the share price spiked, after a successful p3 trial, into the 60c range, a 50%, gain, they dumped their shares. What happened to the multi-dollar value? Wasn't the model showing the value higher now they combo trial ended in success? Did they not believe the model? Was it all for show? Why did they wait until the sold their shares to turn negative? Classic pump and dump scheme, buy low, promote, dump shares, cycle repeat... and possible illegal, but I'm not a lawyer.
