Why do they refer it as an "advisory" vote on the

Why do they refer it as an "advisory" vote on the compensation? I'm thinking that they need to bring it up but they are not planning a change in the compensation? They just gave out the raises a few months ago and that there was some obvious dis-approval of it that they are not going to give out raises at this point.
