The 280 was for development work IMO, not software licensing fees. The March 19 press release explains it. They will get paid 350k to "localize" the products over 5 months. IMO integrating new languages into the product.
After the "localizing", the partner will sell the software to their clients and SFOR will receive their percentage of sales revenue. It's now been 5 months and I expect the sales part to begin soon.
