According to the PR the dividend is proceeding "in anticipation of uplisting on NASDAQ". Just a guess, but perhaps Donohoe recommended providing clarity on the divvie date. As it stood, there were two large dividends contingent upon uplisting. That's a lot of movement over a couple trading days. This PR provides clarity regarding one of the dividends. Maybe this was a hindrance to the NASDAQ application.

There is no guesswork as to receiving the 1:1 dividend. It appears that special effort was taken to set the dates and to define how the dividend will be handled.

"Note that GNBT shareholders who hold shares on August 30, 2019 are entitled to receive the 1:1 stock dividend to be paid on October 30, 2019. If shareholders sell their shares between August 30th and October 31st, the rights to the dividend will be transferred to the buyer."

"The Company remains optimistic in its ability to list on Nasdaq and with the confusion by the shareholders on the pay date, Generex wanted to provide its shareholders with a definitive Pay Date.

JMO, I don't think the confusion was helpful to the uplisting. For shareholders there is clarity as to buying and selling GNBT on or before 8/30/2019. For long term shareholders there is no doubt that your number of shares will be doubled, but you know when they'll be doubled.

I don't think the PR followed the UPOD (under promise, over deliver) concept.
"Meh" isn't a bad description.
