PTOI issues options at 30% discount to market for CEO and BOD.

So why ?
They replaced the $.54 options they had with these so either they plan on conversion for immediate profit ....
OR.....
They are now telling shareholders .$54 isn't a possibility and they don't expect to get out of the .$02 range for a long time coming.
