You quoted from the Strikeforce Technologies 3/19/19 PR. I included it below for others to follow.
It's my opinion that Strikeforce is probably receiving a series of payments for "localizing" the product. I feel this is likely for two reasons. Firstly because Mark issued a PR saying "fees over 5 months" and secondly because a series of payments would help Strikeforce justify allocating staff time to work on that "localizing".
IMO Q2 will likely have a portion of these development fees & Q3 the remainder.
Also it was the interview from mid-June where Mark gave guidance on quarterly revenue around the 8 minute mark. (link at bottom). I interpret his guidance as potentially:
Q2 larger than Q1
Q3 similar to Q2
Q4 much larger than Q3
I believe it is likely that revenue from the first six months of 2019 exceeds the 2018 10k.
