What I always remembered was the power of regular investing for the long term, that is basically at regular intervals continuing to buy shares of an investment. That happens automatically in 401K's through payroll deductions of course.
I have always thought it is impossible to "time the market" all the time and be successful at short term trading.
Investing for the long term, you aren't terribly troubled by missing some short term change in share price. For trading short term, you have to be obsessed with trying to find the short term bottom or top, it just sounds incredibly stressful and there's no way with charts or any other tools, anyone is going to be able to claim 75% or higher success rate.
The last section of your post, the quote is correct that the charts wait until a pattern is confirmed, and at that point if one is investing for the short term, they are getting in near the end of a trading pattern, quite often.
