Then sell the rights to the software to anybody who will pay 2 -3 cents and BE DONE WITH IT.
To me, that is the play here I would think.
Drum up interest from the people who stand to lose the most money and give them a way to cash in. It will only work if there is a mechanism to force compliance and dealers aren't the answer at this point.
Saving lives doesn't seem to be pushing this forward - sadly.
Only the almighty buck works and Insurance Companies may be the best bet.
