Excellent post! Something as big as we expect this could be just can't happen overnight. Yes, I have heard that Dr D has been working on this for years, but, now he has to interact with other groups - including the government - and, that will take a little time. The only thing that has happened lately is that things haven't happened ON OUT TIMELINE. For all we know, Dr Dalton may be running right on or ahead OF HIS TIMELINE.
