This was the earlier Federal Contract Opportunity that Omega is now protesting - posted Jun 20, 2016 for Oct 30, 2017.

I suspect that when the USN discovered that $TMPS was going to buy the ex-RAF Tristar Fleet, it decided to delay the contract and increase its requirement - since it is short of assets as covered in my numerous briefs here over the past 16 months - to a level that it knew at least one contractor could meet ($TMPS).
I do not believe that N00421-16-R-0032 was ever awarded as such and that the requirement morphed into N00421-19-D-0034 over time and was duly awarded to $TMPS on Apr 18, 2019.
During this delay period, Omega was awarded small contract extensions to earlier contracts.
Seems like sour grapes from Omega who could have grown their fleet as long ago as 1998 when they bought the ex-Japan Air Lines DC-10s but they chose not to and hence lost the competition (or didn't qualify).
