TRRC is the TEXAS RAILROAD COMMISSION -- a state regulated agency.
The data is required to be filed pursuant to published deadlines -- I believe penalties are assessed for non-compliance. But, once the deadline is passed, it won't be held open. And when the data is published, it is available for all properties/operators, etc....at the same time. So an easy answer would be to pull up another property for, say, BP or Shell....if it is available for December and isn't for TECO, then that would lend credit to non-compliance. Otherwise, they haven't yet published it.
It really is that simple.
