due to the lunar calendar's 354 days and resulting discrepancy with the solar calendar, the religious holidays vary significantly on the gregorian calendar from year to year and are unusally late this year (a 3 year cycle with an extra month -adar 2 -added ca 6 times every 19 years to reconclie with the gregorian calendar)

this means that holiday work stoppages would be frequent from sept 29 through end of tabernacles in the last half of october
another reason they could not effectively work after sept 29 (Rosh haShanah begins ca 6 pm sept 29) when the rainy season also begins
