For those of you who KNOW who Matt Leopold is
There have been a few posts and quite a few comments about Leopold's visit . Once he was handed this he was already briefed about the previous 1m robo negative comments about the mine. He didnt have to visit in order to to know or become aware that there was opposition. Be reminded that he is Chief Counsel and that his main objective is to render a legal determination.He's smart enough to know that precisely because there is opposition he has to acknowledge "concerns" even though they may be unfounded, without substantive grounds or based on feelings, just like ACoE has had to.This is about leaving little room for opposition to say they were never heard. This is about everyone being being entitled to their opinions (free after all) but in the end the only opinions that should matter are the ones based on sound judgements and substantive legal and scientific foundations. All this has to stand up in court. PLP already demonstrated, clearly at a great cost, that is the measure
Now we know why Wheeler handed off Pebble to Leopold after he recused. He needed a seasoned lawyer to make sure the PD lift is legally air tight.
