Terms of Use
Your participation in the Snapshot® program and use of the Snapshot mobile application (the “App”) is expressly conditioned on your acceptance of these terms and conditions. If you do not agree with any part of these terms and conditions, you should not participate in Snapshot.
The Progressive Group of Insurance Companies (Progressive) reserves the right to modify the terms and conditions at any time. Modifications to these terms and conditions can be viewed by logging in to your policy through progressive.com. Continued participation in Snapshot by you will constitute your acceptance of any revisions to these terms and conditions. Please check this page regularly.
About Snapshot Mobile
Progressive offers a usage-based insurance rating program, called Snapshot, which allows customers to potentially save money based on their actual driving habits, like how they drive, how much they drive, and when they drive. Snapshot gives people more control over how much they pay for auto insurance, and can help make people safer drivers. With Snapshot, safe driving saves you more on your car insurance.While the traditional Snapshot program involves plugging a small device into a vehicle’s OBD port, Snapshot mobile allows customers to use their smartphone to collect driving data through the App. Progressive will use this data to calculate a driver score. Due the nature of the data being collected, data scoring and rating may vary between the traditional Snapshot program and Snapshot mobile.
To participate in the Snapshot mobile program, each customer agrees to download the App, complete the registration process, and select the vehicle they drive most often. The vehicle selected will be assigned to that particular driver for the purposes of the Snapshot mobile program. Customers agree to keep the App and their phone on while driving.
In states where Snapshot mobile is offered, new customers to Progressive are eligible for a first-term participation discount, after which they will receive a personalized rate – meaning a discount or surcharge applied to their insurance premium based on their driving habits – at the next renewal of their policy. For eligible customers who enroll, most will save money at renewal based on their good driving. In some states, customers who drive more aggressively will receive a surcharge at renewal. Customers can opt out of the program within 45 days of enrolling in Snapshot, and we won’t consider their Snapshot experience at all—they’ll go back to their standard Progressive rate. In some states, customers who choose to enroll in Snapshot mobile and then opt out more than 45 days after enrolling will receive a surcharge to their policy at the next renewal.
Existing Progressive customers are not eligible to enroll in Snapshot mobile. For those wanting to add Snapshot to an existing Progressive policy, we offer a plug-in device for collecting driving data.

The Snapshot Mobile App
How It Works.
Eligible customers can enroll in Snapshot mobile when purchasing a Progressive auto policy. Eligibility is determined by whether (a) the vehicle to be enrolled is model year 1996 or newer; (b) there are an equal number of rated drivers and Snapshot-eligible vehicles on the policy; and (c) all of the Snapshot-eligible vehicles are enrolled in Snapshot. Permit drivers are not considered rated drivers.
Only users of iPhones® and AndroidTM smartphones are eligible for Snapshot mobile.
The Snapshot mobile App records vehicle speed and time information (using GPS), phone usage (though not the identity of the person with whom the driver is communicating), and G force. Other information, such as trip duration, trip regularity (taking the same routes on a regular basis), and rates of acceleration and braking, is derived from the speed and time information. Your precise location data is used to provide trip information, and may be used for underwriting purposes. Where you drive is not used in determining your personalized rate.
Once downloaded and registered, the App will run in the background and collect driving-related data, which will be uploaded to Progressive and available for review through the App.
Registration. Each rated driver on the policy will need to download and register the App on their own smartphone using their own phone number (which serves as the registration key).
Once the registration key is recognized by us, the driver will be sent a random PIN via text to the smartphone number used to register. The driver will need to retrieve the PIN and enter it into the App. Once the PIN is recognized by us, the driver will need to select the vehicle they drive most often (though it’s okay if they sometimes drive a vehicle other than the one associated with their phone). Once the vehicle has been chosen by a driver, that vehicle will be assigned to them for the purposes of the Snapshot mobile program and will not be available for selection by any other driver on the policy.
The driver will need to acknowledge the Snapshot mobile Terms of Use and the Snapshot Privacy Statement in order to complete registration; if not, the registration will be unsuccessful. The App should be kept on all drivers’ smartphones, and drivers should carry their phones when they drive.
Collection of your driving data will begin on your first contact date, which is the latter of when App registration is successfully completed or the effective date of your policy.
Getting the App. You can download the Snapshot mobile App from the Apple® App Store or Google PlayTM. It is not required that you also download the standard Progressive app to participate in Snapshot mobile, or to use the Snapshot mobile App.
Pausing. Customers will be able to “pause” monitoring in the event of being out of the country or another reason the customer will not be driving for a limited period of time. Once the pause time period has ended, data collection will automatically restart.
Trip Categorization. Within the App, customers will be able to dispute the category of trips in which they were not the driver, and change how that trip is categorized (for example, if you were a passenger in the vehicle during the trip, not the driver). The ability to change how a trip is categorized will be available for a limited time after the trip is displayed. If too many trips are re-categorized, you will be opted out of Snapshot mobile and transitioned to the traditional Snapshot program that uses the plug-in device to collect driving data.
Re-registration. If a driver gets a new smartphone number, he or she will need to re-register the smartphone with us, and we will stop collecting data on the old phone number. If a driver gets a new smartphone, but keeps his or her phone number, the driver will need to download the Snapshot mobile App to their new phone. For most, this should happen automatically when the new phone is set up. For phones where this does not happen automatically, the driver should immediately download and install the App.
Minimum Use. If after enrolling in Snapshot mobile, a driver does not record a sufficient number of trips or miles, he or she may be asked to change to the traditional Snapshot program (requiring plugging a Snapshot device into the vehicle's OBD port). Customers who have been asked to switch from Snapshot mobile to the traditional Snapshot device must do so within 14 days or we will automatically opt out the vehicle from the program with no penalty applied.
Safe Use of the Application. When using the App, please ensure that you:
Obey all traffic laws, including any laws that restrict the use of mobile devices while driving;
Use the App only when it is safe to do so and when it will not create any unnecessary distraction; and
Do not use the App for any illegal, hazardous, or unauthorized purposes, or in a manner that is not consistent with these Terms of Use.
Ownership, License. The Snapshot mobile App is the property of Progressive and its service provider, and is provided for each vehicle you enroll for participation in Snapshot. You are hereby granted a fully paid, nonexclusive, non-sublicensable, non-transferable, time-limited, revocable license to use the App subject to these Terms of Use. Progressive and its service provider retain all right, title, and interest in and to the Snapshot mobile App. You may not reverse engineer, disassemble, decompile, alter, duplicate, translate, make copies, or create derivative works from the App, except to the extent allowed under applicable law. If applicable law permits such activities, any information discovered as a result of these activities must be promptly disclosed to Progressive and is deemed to be the confidential and proprietary information of Progressive and its service provider.
The Snapshot mobile App contains certain third party software licensed under Open Source licenses. See the App’s End User License Agreement for the applicable notices and licenses relevant to that software.
Deleting the App. Once monitoring is complete and we have enough driving data, we will notify you that you can delete the App from your smartphone. If the App is deleted prior to when we notify you, you will be opted out of the Snapshot program. See “Snapshot Pricing – Ending your enrollment” below for details.
Acknowledgement/Vehicle Owner Consent
By enrolling in Snapshot, you represent that you have the consent of the registered owner of each vehicle to (a) provide information collected by the smartphone to us, and (b) permit us to retain and use the information as described in these terms and conditions. Once the driving information is sent to us, the recorded information will remain on the smartphone for approximately 14 days for viewing, and then be erased. Progressive will retain information collected or derived from the App indefinitely.
Snapshot data may be useful in determining the cause of an automobile accident. If you’re in an accident, you may have a legal obligation to preserve the information on your smartphone. This information may be sought by opposing parties in a civil lawsuit or by police when investigating the cause of an accident, or we may be legally obligated to provide such information in response to a subpoena or as otherwise required by law. In the event that you have an insurance claim with us, we will not use the data to resolve the claim without first obtaining your permission or (if not you) the registered vehicle owner’s permission. There may also be instances where we’re required to provide driving information to a state department of insurance in order to support renewal rates.
The Snapshot mobile App temporarily stores driving data on your smartphone, and then uploads it for processing by Progressive. Transmission of driving data uses a portion of data on your cell phone plan. The online connection required to use the App, and any associated charges (e.g., mobile data expenses) incurred by your use of the App, are your exclusive responsibility and made solely at your expense.
For most smartphones, battery consumption is negligible when not collecting driving data. When driving, battery consumption is comparable to other driving and navigation apps. If the phone’s battery power is low, the App will stop collecting driving data to conserve energy. Care should be taken to charge the battery while driving if you take longer car trips.
Snapshot Data
Privacy. We're committed to protecting your privacy and earning your trust, and understand you may have concerns about how we use the Snapshot data we collect. In addition to our commitment to you in our Privacy & Security Policy at progressive.com, we explain what we will and won’t do with driving data in our Snapshot mobile Privacy Statement, located at progressive.com/auto/snapshot-privacy-statement.
Viewing the driving data. Customers will be able to review reports on their driving habits produced from Snapshot data through the Snapshot mobile App. Location information and trip maps are only available on the individual phone which collected the information. However, online, after logging in, the primary named insured on the policy will have access to limited driving data for each vehicle on the policy. No location data for other phones will be available – just summaries of hard braking, time of day, and mileage.
Snapshot Pricing
Snapshot data will be used in determining your personalized rate for each enrolled vehicle, which may result in a discount, or in some states a surcharge, to your vehicle coverages depending on your driving habits and conditions.
Snapshot pricing works as follows:
Participation Discount. New customers to Progressive will be eligible for a Snapshot participation discount during their first policy term. To qualify, you must enroll in the program and all drivers on the policy must download and register the Snapshot mobile App to their smartphones within 45 days after enrollment. If applied, the participation discount will be removed for those who haven’t downloaded and registered the App within 45 days.
Snapshot Results. After collecting your driving information for approximately a policy term, we will calculate a driving score based on your driving results and determine your personalized rate at the first renewal of your policy. Once we collect sufficient driving data to establish your driving score, our interpretation of what the score means in terms of pricing may change over time based on factors we file with your state’s department of insurance. Snapshot results may also be considered in determining pricing tier and in making underwriting decisions. Your driving score will remain the same for each renewal, until such time as Progressive, in its sole discretion, elects to collect additional vehicle data to re-evaluate how the vehicle is being driven and recalculate the driving score.
Minimum Data Collection. The Snapshot mobile App must collect data for at least 75 un-paused days after the first connect date to determine your driving score and provide personalized pricing. In the event the minimum data capture period extends beyond a renewal of your policy after enrollment, personalized pricing will be deferred until the subsequent policy renewal. If at the second renewal after enrollment, the vehicle still does not have the minimum 75 days of data collection, the vehicle will be opted out of the program and, in some states, a surcharge will apply.
Ending Your Enrollment. You can opt out of Snapshot before we have completed reviewing your driving information. If you opt out within 45 days of enrolling in Snapshot, we won’t consider your Snapshot experience at all—you’ll simply go back to your standard Progressive rate, and your participation discount will be removed. In some states, if you chose to download the App and register your phone, and then opt out more than 45 days after being enrolled in Snapshot, you’ll receive a surcharge to your policy when it comes up for renewal.
The Snapshot discount or surcharge does not apply to all coverages. We apply the discount or surcharge to the premium for the three major coverages: bodily injury, property damage, and collision, but the premium for some of the other coverages or expenses may not be discounted or surcharged.
In some cases the Snapshot program will affect the amount of your Paid in Full or EFT discount savings.

Enrollment and Usage Requirements
Enrollment in Snapshot mobile will occur upon completion of the following steps:
You enroll in Snapshot mobile at the time you become a Progressive customer, either online, over the phone, or through your Progressive agent (where available);
You provide a valid e-mail address; and
You accept this Terms of Use for participating in the Snapshot program.
If the total time the Snapshot mobile App collects data from a participating smartphone during a policy period is insufficient for Progressive to make a reasonable determination of your driving behavior, or if the pattern of pauses or disabling of the App suggests that reported driving behavior may not be representative of actual behavior, renewal pricing based on Snapshot data for the affected vehicle may not be applied; the participation discount, if applied, will be removed; and you will receive a surcharge at renewal. Technical issues with the App, or data quality or data transmission issues, may prevent us from providing renewal pricing based on Snapshot data. Removal of renewal pricing for these reasons will not affect your future participation in Snapshot.
Use of the App on Different Vehicles
The rules for transferring the use of the App to a different vehicle are as follows:
Replacing Vehicle: You may transfer the App to a vehicle replacing an existing vehicle on the policy that was assigned to a driver participating in Snapshot mobile. The new vehicle must be eligible for Snapshot, meaning is model year 1996 or newer, and must be assigned to a driver participating in the Snapshot program.
Removing Vehicle: If you remove a vehicle from your policy that was enrolled in Snapshot mobile, you should delete the App from the phone assigned to that vehicle.
Communications
We will periodically send you reminders and other information through the App, by e-mail, and/or by phone while you’re participating in Snapshot.
Your Representations
You represent and agree that:
· You are solely responsible for any data charges resulting from your use of the App;
· The App is intended for use by users who are of the legal age required by your state to hold a driver’s license; and in any case, that you are at least 13 years old;
· You are not on any U.S. Government list of prohibited or restricted parties.
Disclaimer / Limitation of Liability
YOU UNDERSTAND THAT THE SNAPSHOT MOBILE APP, INCLUDING OPEN SOURCE SOFTWARE INCORPORATED THEREIN, IS, TO THE FULLEST EXTENT PERMITTED BY LAW, BEING PROVIDED TO YOU “AS IS,” WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO THE WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NONINFRINGEMENT. YOU AGREE THAT WITH REGARD TO YOUR USE OF THE APP THAT, TO THE FULLEST EXTENT PERMITTED BY LAW, PROGRESSIVE SHALL NOT BE LIABLE FOR ANY INCIDENTAL, CONSEQUENTIAL, SPECIAL, EXEMPLARY, PUNITIVE OR INDIRECT DAMAGES OF ANY NATURE, WHETHER SUCH LIABILITY IS ASSERTED ON THE BASIS OF CONTRACT, TORT (INCLUDING NEGLIGENCE OR STRICT LIABILITY) OR OTHERWISE, EVEN IF IT HAS BEEN WARNED OF THE POSSIBILITY OF SUCH DAMAGES. TO THE FULLEST EXTENT PERMITTED BY LAW, IN NO EVENT SHALL THE AUTHORS OR COPYRIGHT HOLDERS OF OPEN SOURCE CODE USED IN THE APP BE LIABLE FOR ANY CLAIM, DAMAGES, OR OTHER LIABILITY, WHETHER IN AN ACTION OF CONTRACT, TORT, OR OTHERWISE, ARISING FROM, OUT OF, OR IN CONNECTION WITH THE SOFTWARE OR THE USE OR OTHER DEALINGS IN THE SOFTWARE.
Progressive reserves the right to modify or terminate the Snapshot program at any time and for any reason.
