On Thursday, the Massachusetts Senate will vote whether to ban the use of handheld cellphones while driving. The Senate has passed versions of a hands-free bill previously. But for the first time this year, the House also passed a bill and Gov. Charlie Baker made a similar policy proposal. That gives advocates hope that, after a 16-year campaign, Massachusetts will ban drivers from typing on or holding their cellphones.
