I encourage any approach, but the fact is that when we developed 911 for cell phones, the approach we took was to develop a feature in the network. Just like call waiting or caller ID the 911 feature is applied at the network so it is independent of the phone that's used. It also takes "control" away from the user. You cannot "disable" 911. If you have a 2G phone or an iPhoneX it works the same.
