Could be freaking leftover dilution. CEO tweets to move upward and forward, but his debt holders are suffocating ask with millions of shares if that is a leftover dilution. A lot of investors thought onci at 0.05 to 0.10 by this time. But, the CEO dragged his feet.
Onci can still move forward if he delivers something concrete on time, imho.
