That update is actually great. It means:
- There was nothing wrong with the technical evaluation of the capabilities of the 2 competing fleets.
- There was nothing wrong in the way the operating costs were determined to show best value / capability for money.
- There was no suggestion of impropriety in any way as to the conduct of the bidding process.
Opinion:
If the contract has to be worded a different way - TMPS would still win.
Or the protest could just be dismissed in as little as 15 days now if Omega are incorrect in their assertion regarding the definition of a "Small Business" award.
Or change the contract wording - so it isn't a Small Business award and get the DoD percentages for those elsewhere.
