Savvy traders will be adding in the the .2300 > .3000 range to add to their core of .1000 > .2000 basis shares - so that more of the shares in the .3000 > .5000 range can be traded in the .5000 to $1 later - on this contract or others.
110K traded in the first 15 minutes - less than I thought - but probably because a significant portion of the shares are in the hands of the ultra-longs (pre-March 2018) and followers here (from tanker acquisition March 2018).
