The contract was confirmed on the DoD website on the daily update - which is after 1700 hours EST - on Thursday April 18.
Friday April 19 was a holiday.
I doubt whether company would have been told before the official promulgation here:

It then takes time to get the PR done, approved by the Company Attorney, and arranged through one of the news services.
So not surprising at all.
The longer we have to get more cheap shares in the .4500 to .6000 range - bearing in mind the new high is .6950 - the better.
Even without a PR, it is a 5-year contract - no rush.
