John, you're glossing over the very important words: 'Letter of Intent to purchase'. That is, it's only a letter of intent and not yet a purchase. Companies sign letters of intent which many times fall through. They are not contracts. Add that only 42% of the 2.5 million has been paid for and it's pretty clear to me that ONCI does not own Cogosense.
I doubt Forbes.com verified what is written on it's page for ONCI, that Cogosense is a subsidiary of ONCI. Who knows who put that on there. Maybe it was Steve. Maybe he convinced some low level person at Cogosense to put that line on there. That sentence seems to be the only thing that can come close to backing up your claim.
