The weeny fines they received amounted to little more than a slap on the hand. A tiny fraction of the profits they realized from their illegal activities.
I saw both Citibank and Capital One lose class action suit for "sandbagging" customers by holding their payments in limbo just long enough to trigger late fees and/or "over-the-limit" fees.
The fines and paybacks that were imposed by the courts, again, left them profiting from their fraudulent scams. If major banks would even attempt such gaudy scams at the risk of tarnishing their reputations if/when caught red handed, then it's no stretch to imagine them engaging in penny stock manipulation.
If one wants to find proof, it's out there (or at least it was), as it was public record. Just doesn't get the attention of a terrorist attack. No surprise there either, once the right palms have been greased.
