Best guess...and this is just me speaking...Steve overlooked the requirement for the annual attorney letter. Big deal..mistakes happen. Not like he hasn't been busy. I'm sure he already paid the required fee which made no difference without the attorney letter.
So now...overlooked realized, the attorney is working up the attestation...it'll be filed...Yield removed.
