This makes economic sense when you consider the cost in time and money to develop a new drug (astronomical) and the chance that a new drug actually makes it to market (slim ... call it 1/10).
Drugs are priced not just to compensate companies for the drugs that ARE approved, but to help defray the costs of those that aren't.
