Moderators can't ban people, the Admins can do that. As 4kids says, right about the message when you read it is a list of links. If you click on "Report Post" then the Admin will see your concern about it. Indeed, if enough people report a post, then the Admin will see the pattern of posting and can take steps to stop it.
