It's one thing when they prescribe them for bizarre purposes -- like prescribing certain antibiotics to "cure" autism (which obviously doesn't work).
It's quite another to prescribe an oral rinse to prevent oral mucositis, even if it's in a sub-group that was not studied. The FDA and insurance companies are not going to go after doctors for something like that.
