The new license is a major win and several people have crapped their pants over this. No reason to spend all that money on reports and filings when the money needed spent on getting the license secure. Was it a gamble, sure, but that's called "business management." Also, without banks allowed to take MJ money, that makes is hard for audit - but it can be done.
As far as Integral goes, don't hold your breath, he is a con and will either not ever post again or will post bashing things about SIGO - there will be NOTHING positive about his "in person visit" (mainly because it is fabricated.)
