Is there an English translation available for post

Is there an English translation available for post #28138? Does this mean our customers are causing the delays? I know "the Billionaire" (sounds like a TV Reality Show) has been getting blamed for the delay. If it was smart to launch the new PL and ad campaign in April, why didn't we just say that.
