When you are a PR professional, you design mock-up marketing plans that describe what you will do for a potential client should that client choose you. In that document you give examples of how that marketing plan will work, what your target market is, and what your implementations will be.
The second link is a PR marketing plan. That is all it is. There is no statement that this company was chosen by Utopya, only a "case study" as an example of what this company *might* do for Utopya branding and marketing.
Notice the verbiage about the various signage and the athletic young man in the gray hoodie. Notice the language about the symbolism in the logo. This is PR marketing language focused on selling the idea of the logo and branding.
Now I'm not saying this is unreal, or bogus, or that Utopya didn't/doesn't have a contract with this company. Nor am I saying that the product isn't out there in some country we don't have easy access to. I'm not even saying that the company isn't real. I don't know.
It is entirely possible that this company is handling or did handle PR for Utopya. I like their logo.
I'm just saying that this is a PR marketing plan document and should be treated as such until further evidence proves there is an existing, current contract with this marketing company that is based in the Middle East.
