the only aspect that i am aware of recently is the *permit* activity via NYSDEC
underway in January (initial use of the word *transfer* was interesting)

then on the 29th of January .. PTOI had *volume* .. not seen (and truly not comparable due to massive for PTOI sized hidden trades done) since June 2017
by contrast when PTOI *imo* was last *run to reset* by NR (non retail) in late 2017 and early 2018 .. not one *volume* day was above 300,000 .. and it took months for NR to meander PTOI back to sub 1c (.008 by July 2018)
it is imo quite possible another trading crew has entered to run PTOI .. that requires front loading PTOI shares .. which translates to volume not decreasing
it's also possible based on the initial use of the word *transfer* re: NYSDEC that there is something P2O has been working on with another site or entity (presumably in NYS)
imo we should know in fairly short order .. K (annual) is due to be filed next month
it costs money to file to remain compliant ..
