I believe that this is indicating that OWCP believes their sublingual tablet can produce the same positive reaction as another approved product, so on that bases, it could be approved by Israel. I cannot say this is similar to an FDA approval for proven efficacy, but if Israel says they're okay for exporting it from Israel to places where it can legally be used, it could be a big step in the right direction.
That said, I'm uncertain as to which, if any State's here in the U.S. could import it because I believe that many have provisions indicating cannabis products sold there are made with cannabis grown there. I know there are a lot of products on the shelves in cannabis stores here in California, I hardly think they're all produced here, but I honestly can't say.
