This Fact sheet was published last Friday. Given the number of last minute changes, it would likely take a licensee holder a few weeks to ensure they had all the new regs in place.
I would assume there would be a "final" state inspection to verify all the changes are accounted for.
No new licenses have been issued since 1/24/19. I suspect that's because these final regs needed to be in place first, then give time to make corrections, then inspect.
Given this, I still believe it will be March when we hear news of licenses. Until we hear licensing news, I do not expect to hear anything from SIGO, which is how I like it. NO FLUFF NEWS, JUST REAL NEWS.
