The rules are in place because opinions vary and as we know from experience, political. Rules are agnostic.
I am only an investor, but I do have significant experience working with and complying with government rules and regulation in all fifty states. I also have a legal team on staff that would gladly help with any misintrepretation of the rules.
I will be the first to organize a shareholder class action lawsuit if the process has a sniff of any political agenda or is blocked by any tortious interference.
Lastly, I do not worry about process issues that have defined and published rules, and the recovery permit is exactly that, a defined process.
