Factually, there are companies in the sector known for petrochemical projects; Bechtel, Fluor, Brown & Root/KBR, and others, well-ahead of BI in this particular field.
Factually, Exxon didn’t build these refineries - they were JV projects, which Exxon and others played a role in planning and financing, but the design and construction was undertaken by the EPC’s and their subcontractors.
Refinery construction, related process engineering and development has been ongoing for more than 100-years. The science, and engineering are well understood, the licensed and proprietary technology well in hand, and it is a matter of execution - in the hands of a competent, proven EPC and carefully selected set of subs, a complex project is risk-mitigated, predictable, and cost-controlled.
In the hands of incompetents like MMEX-scam, not so much. This is one of many reasons why MMEX-scam has no chance of obtaining the $88-million or more in project financing.
